swapped ballot orders

You guys paying attention to the mutliple precincts per polling place problems, and how people were given the wrong instruction booklets to vote?  Different precincts have the candidates in differnt orders, but if they're all at the same place, they can be given to the wrong voters.  See http://dailykos.com/story/2004/12/2/44647/2043 .  That's what explains the artificially high number of votes for Petroutka and Badnarik in some precincts.
