Illinois: AT&T may be preparing cases for COPE

I found a number of articles in the local papers about the city of Naperville and their belief that AT&T backed out of a deal with them and are planning on using it to show the government that local franchising is a hindrance to business and demonstrate the need for national franchising.  The issue that made AT&T walk away is universal availability.
