Election reform

Two main items are prominent in my mind:
Mail in ballots only and paper trails. Mail in ballots may be brought in and replaced by a new ballot and turned in by the voter. Then there should be no problem of duplicate voting or voting by unregistered people or non-citizens, etc.
The other big change should be in our entire system. We should be like Canada and have run-off elections where people would have a chance to vote for the candidate of their choice between the top three winners of the first election. It would cost money, but it would help to create third and fourth parties because people would not feel that they might be throwing away their vote by voting for a third or fourth party. In turn it would force our leaders to consider their constituency more rather than special interest groups.
