DC Voting Rights Act

This bill is unconstitutional.  Only a state may have representation in the House of Representatives.  The District of Columbia is not a state.

The right way to go is a constitutional amendment. I oppose a constitutional amendment for this purpose, as I believe the Founders intended for the D.C. not to be subject to partisan politics.
