This is a BAD idea because it cannot allow a reasonable recount method in the case of a close election. Any result within the acceptable margin of error would require a national recount that will be virtually impossible to do.  A better solution would be a voting district allocation of electors [only on a national level]. A recount then would only involve the districts within an agreed upon error margin.  Yes this is something that probably should be done on a national level by constitutional amendment.
