Holt Bill, H.R. 550, Sets the Standard for Secure Elections

On Thursday, hundreds of activists from around the country will gather in Washington, D.C., to lobby their congressional representatives in support of Rep. Rush Holt's H.R. 550, The Voter Confidence and Increased Accessibility Act of 2005.

But in recent days, there has been some talk on the Internet that H.R. 550 is a flawed bill that will make the problems of elections worse, instead of improving them.

Pam Smith of VerifiedVoting.org has written a very complete and articulate rebuttal to this information. Here are two excerpts.

"Does HR550 Allow for Paper Ballots? The article implies that the Holt bill calls for a "direct recording electronic (DRE) machine + voter-verified paper audit trail (VVPAT) printer" solution, which it does not. Nothing in HR550 precludes any town, county or state from using a paper ballot system, as such a system is inherently voter-verifiable. "

"In Holt's HR550, there is a specified percentage for the mandatory manual accuracy check... it is not intended to be a "limited recount" a la Gore v. Bush. HR550 mandates random audits in at least 2% of the precincts in each State, including at least one per county. The EAC may not pick and choose where it will conduct audits, nor of how great or small a portion of the state. What's more, the States may not select where those audits can be, and will not know where they will take place until after the initial vote tallies are done and reported. The bill insists that all precincts in a State "have an equal chance of being selected."

To read the entire rebuttal, go to http://www.verifiedvotingfoundation.org/article.ph p?id=6348.

Common Cause is among the organizations sponsoring the lobbying efforts this Thursday and Friday. We believe that the Holt bill will help solve many of the problems causing voters to worry that their votes will not be counted as cast.

Avoiding the issue

I'm very surprised with all the controversy going on related to the border and the 12-15 million illegal aliens now living in this country, that COMMON CAUSE isnt taking up the issue of holding those government officials (i.e. the AZ governor and NM governor)responsible for allowing this mess to get created in the first place. NM Governor Bill Richardson called himself the "Only choice for Hispanics" during his campaign, I guess he didnt care too much about the other people in the state and up until recently did almost nothing to stop illegal aliens from entering this country. Then there is AZ governor Janet Napolitano who literally encouraged illegal aliens to come into the country and did everything she could to stop law enforcement and the border patrol from doing their jobs.

Here is a comment pulled from today's Tucson Citizen newspaper (in Arizona):

As someone who grew up in the Hispanic community here in Tucson and speaks Spanish, I can tell you that many of the protestors who are marching and waving the Mexican flag, are racist. The media commonly overlooks this factor when reporting on these protesters.

Re: Avoiding the issue

As someone who wasn't born in this country, I have been following this issue quite close. This country has gained so much from immigrants from all over the world  who have helped to make this one of the best nations. From the first immigrants, the American Indians (Yes, these people immigrated from Asia 12,000 years ago so they are immigrants too)to present day.  But there is a huge difference between illegal aliens and legal immigrants.  The biased news media intentionally uses the word "IMMIGRANT"  when the people they're talking about are "ILLEGAL ALIENS" and the say things like "These immigrants just like our ancestors come here looking for a better life and just want to be Americans like you and I"  But the reality is many, if not most of these illegal immigrants come here for one reason and one reason only ---MONEY.  Many don't care anything about this country, don't want to learn English and wave Mexican flags instead of American flags.  Some walk around wearing t-shirts with a picture of Pancho Villa on it. Yes, that same American-hating, murdering rapist who fought against the U.S. about 100 years ago. The reason why NM Gov. Richardson and AZ Gov. Napolitano do nothing to stop this flood of illegals is because they're afraid to lose the "Hispanic" vote in their states, they do not care what is best for the country, they care what is best for themselves and their.  The thing that Americans need to know is that many Hispanics are against illegal immigration even though the media always shows Hispanics who are for it.

"GET GOV. RICHARDSON & GOV. NAPOLITANO OUT OF OFFICE NOW!!"

Re: Avoiding the issue

It's good to see  AZ's horrible governor finally getting the attention she deserves in the media; her ratings fell 16% in the most recent poll, even her liberal supporters are unhappy with her now. As Ive said in the past Janet Napolitano has misused our tax dollars and done everything she could to help illegal aliens cheat the system among other things. Arizona is being overrun by illegal immigrants and has the highest rate of identity theft in the U.S.  Cars are stolen everyday here and driven into Mexico at an alarming rate. On a local radio station today, it was reported that white-students in the town of Sonita,AZ were threatened with violence less than 72 hrs before the Hispanic March for Immigration.

DRE machines should be audited

I work for a big 4 accounting firm doing Sarbanes-Oxley compliance consulting and auditing.  Part of what I do is to audit companies' computer systems to gain comfort that the financial and operations data recorded and produced by them is complete and accurate.

Any electronic voting machines and their software should be audited in a similarly thorough way.
