Louisiana, SB486, Jackson, expected to come up on Senate Calendar next week, requires that significant changes to the budget be detailed in policy terms. A better connection between policy and funding will improve debate of budget issues in the legislature and also allow the public to enter that discussion more easily.
This law will require comparative statements for each department, budget unit, and program of such policy actions.
The statements will be required to show funding, workload, and performance changes from the current year’s existing operating budget to the recommended budget for the ensuing year.
Proposed law requires comparative statements for each department, budget unit, and program of all policy changes (defined as a narrative explanation of increases or decreases in the level of funding, level of service, or the scope of services resulting from legislative, judicial, or executive policy actions. Such statements shall show funding, workload, and performance changes from the current year’s existing operating budget to the recommended budget for the ensuring year.
I think this would be a good thing. Too often, the public is caught unaware of the results of such policy changes and, sometimes, so are individual legislators
