During the days immediately after Hurricane Katrina, massive damage to infrastructure cut down on available telephone circuits which were further overloaded by frantic relatives trying to get in touch with their loved ones. In this trying time, telephone solicitators continued to phone persons in the affected area codes and persisted even after pleas to leave the line clear for emergency calls.
It appears the Louisiana had or has since prohibited telephone solicitation during a state of emergency.
I think this should be a national law and internationally agreed upon. A state law does little good when the calls are coming in from a call center in India.
Louisiana HB 1137, Pinac, Among other thngs, exempts 501(c)3 or (c)6 organizations from this prohibition, unless the organization uses a paid solicitator. (Amends R.S. 45:844.31(A)).
