Yesterday the State Senate finally upheld its promise to hold a vote on SCA 3 - redistricting reform, passing the bill with a vote of 27-11. We applaud the Senators who had the courage to stand up for
redistricting reform and give up their own power to draw districts. Or next step is to call Assembly Speaker Fabian Nunez (916-319-2046) to tell him the bill is not dead and he needs to schedule a hearing next week on SCA 3 - ideally, Tuesday August 22.
Yesterday's events were preceded by finagling by various State Senators and Assembly Members. On Thursday, certain Legislators attempted to kill SCA 3 by scheduling a series of special hearings to discuss and make a recommendation on term limits and redistricting reform. Their intent was to explore the option of combining the two issues into one proposition to be voted on by Californians. Instead, their actions backfired when one speaker after another testified that redistricting reform needs to be done now and that the two issues should be kept separate. There was almost unanimous support for redistricting reform by way of SCA 3. The support was so strong that the Legislators abandoned the hearings and never called the final meeting.
SCA 3 creates an independent Citizen's Commission of 11 Californian voters to draw district lines every 10 years, following each census. The bill now moves to the Assembly for consideration. If it passes the Assembly, it will be placed on the next General Election Ballot to be decided on by the voters of California. The commission will be comprised of 4 Democrats, 4 Republicans, and 3 members not affiliated with any party.
